In order to protect the ozone layer and phase out ozone depleting substances (ODS), countries signed the Montreal Protocol on Substances that Deplete the Ozone Layer in September 1989. The ODS substances under control include 15 chloro-fluoro alkanes (CFCs), 3 halons, 40 hydrogen chloride fluorine alkanes (HCFCs), 34 hydrogen bromide fluorine alkanes (HBFCs), carbon tetrachloride (CCl4), methyl chloroform (CH3CCl3) and methyl bromide (CH3Br). In June 2010, the State Council promulgated and implemented the Regulation on the Administration of Ozone Depleting Substances. China plans to gradually reduce and eventually phase out products containing such substances.
